What ethno-territorial groups generally seek is greater control over their own affairs in the belief that they can apply their own resources more efficiently in pursuit of their own interests. Ethnic and regional groups, therefore, tend to define their needs and their differences with the state in cultural and political terms, in the expectation that this will strengthen the legitimacy of their claims to special treatment or autonomy.

By the 1980s the state came to face a whole new series of 'ethnic' challenges, explicitly based upon a religious discourse, and far beyond the institutional capacity of the state to manage.
