The design and construction of technological systems is the business of the engineer, who thus could be considered as the authority for decisions in technological actions. Indeed, his proper competence begins and ends with the making available of technological means for the solution of a particular problem.

Scientific knowledge does not, for example, provide any infonnation about the construction and dimensioning of the sought-for technological systems nor about the function of any necessary subsystems. Specific problems of engineering science - operational safety, maintaining tolerances, useful life - also lie outside the range of scientific inquiry. Therefore, a further limitation to concrete potential technological action is (4) the state of technological knowledge and skill. So far, the aspects investigated have referred to the structural relations of the material world (logic, laws of nature) and the actual state of intellectual resources (results of scientific research, technological knowledge and skill).

At the same time, however, Illich maintains that effective limitation of population growth, environmental pollution growth, waste of resources, and over-industrialization cannot be achieved by political institutions or technological and administrative measures. This can only be accomplished by the autonomous establishment of goals by individuals themselves. Even at this, it still remains an open question as to how these (divergent) goals can be detennined in a mass society and established without an institutionalized procedure.
